In an exclusive conversation with Kirti Nath Jha – Governance Today ,Prof.Satish Chandra,Director,CSIR New Delhi share his view on urgent need to leverage smart technology solution to quickly improve efficiency / capacity of public transportation among other issue…

Q: How do you think the concept of using information and communication technology can best be used in the transportation industry?

A:The travel needs of commuter and related traffic on the road network is rapidly growing day by day in urban areas and their ill effects namely congestion, pollution and safety are also highly significant causing huge losses to the nation. TheInformation and Communication Technology
(ICT) can offer a series of solutions to manage the travel demands as well as traffic operations on the network through information dissemination to commuter who is more conscious these days because of advancements
in the technology. Hence, the concept of using ICT would be the best solution to manage travel and traffic especially in urban areas in a realistic manner.

Q: Do you see there is an urgent need to leverage Smart Technology Solutions to quickly improve efficiency/ capacity of public transportation and to create high quality public transportation system?

A:Yes. The commuter is highly conscious about the information related to their transport needs due to the available technology these days. The smart technology solutions such as advance public transport systems, advance traveler information systems, public transport arrival systems etc. are the urgent need of the day in order to improve the efficiency and also increase the quality of public transport system.

Q: In your opinion, what are the greatest challenges for integrating the use of shared/ interactive technology in the transportation industry?

A: The biggest challenge in the transportation industry is
identification of suitable technology which is overall effective solution and practically feasible for implementation considering different objectives of transportation such as mobility, safety, reliability, satisfaction, environmental issues etc.Subsequently, the coordination among different organizations such as implementation bodies, policy makers, research/ academic institutes, industries etc.for integration of such technologies to implement to bring the benefits to the society is another big challenge.

Q: Do you think India would be in better position by going the way of digitization to fix the public transportation system?

A: Yes, of course.The digitization or implementation of smart technologies in public transportation system would enhance the quality and improve its efficiency which would eventually attract more patronage leading to overall benefits to society at large.

Q: What strategies would we use to stimulate innovation in this era of digitization in the transportation arena?

A: The strategies should mainly focus on priority for public transport system and restrictions for owning and using private transport considering the direction of sustainability. Keeping this sustainability concept in mind, the innovative ICT needs to be implemented in holistic way. Then only, the technology can bring any improvement in the transportation arena and overall benefits to the society.

Q: Smart e-number plates with RFID technology to all vehicles registered for “Automatic Vehicle
Identification” and Smart roads with RFID receivers fitted at regular intervals is to find a digital
India solution to reach at global standards. Your comments on this. A:All the above mentioned technologies (Smart e-number plates with RFID technology to all vehicles registered for Automatic VehicleIdentification and Smart roads with RFID receivers fitted at regular intervals) should mainly used for restricting the usage of private transport and encouraging public transport system. Otherwise, the technology is not going to help in improving the overall transport scenario of theIndian cities until this sustainability concept should be kept at the background along with it.

Q:How do you view smart cities project that is driving the Government of India towards taking issues covering road engineering, signage, vehicle design, education of road users and enforcement of traffic safety services into address?
A:Smart Cities project especially with a focus on transport is very much essential to deal the prevailing problems of the urban areas ofIndia. However, the sustainability concept needs to be maintained in holistic manner.And at the same time, the clear strategies should be worked
out focusing on priority for public transport system and restrictions for owning and using private transport….
